Minimum Qualification Standards
Education: Bachelor’s Degree in Computer Science, Engineering, or IT-related field
Brief functions of the position:
The successful Software Developers will assist in the design, development, deployment, testing, configuration, implementation and live roll-out, turn-over of source codes, and other related components in compliance with IPOPHL policies, and existing government rules and regulations. The scope of engagement covers the following projects, namely:
- IPOPHL Unify Platform 2.0
- IPOPHL API Platform 2.0
- BOT Trademarks Online Filing 2.0
- BOP Patents Online Filing 2.0
- BOP U/M Online Filing 2.0
- BOP I/D Online Filing 2.0
- IPOPHL Payment Center
- IPOPHL Comm Center
- Other ancillary modules needed to deliver a seamless online services portal for the IPOPHL to be defined during the systems requirement/scoping stage
- Integration with legacy software, as needed
- Systems troubleshooting and maintenance for at least one year upon live implementation
- The COS shall provide working and acceptable screens, programs and/or systems/modules with corresponding minimum technical documentation, but not limited to the following, prior to the final acceptance by IPOPHL:

- User Manual per system
- Technical Manual per system, which shall include the system configuration, schematic diagram, and the general design of the system
- System Administration Manual per system
- Business Process documentation
- Installation and Operations Manual
- Quality Assurance
- User Acceptance Testing
- Migration Testing from test to production
Competencies:
- Proven experience as a Software Developer, Software Engineer, or similar role;
- Demonstrate expertise in C#, ASP.Net Core, Blazor, Syncfusion, CSS, and Bootstrap, and related development ;
- Show proficiency with code versioning tools, such as Git;
- Exhibit a good understanding of the software development lifecycle;
- Have familiarity with Agile and DevOps principles;
- Working knowledge of MS SQL 2012 or higher;
- Demonstrate excellent troubleshooting and communication skills;
- Be able to work independently and as part of a team; and
- Must have experience in systems design, development, integration, online implementation, and roll-out of computer application systems, and complemented with a systems maintenance support team upon project roll-out.
