IPOPHL bags Silver PGS Trailblazer Award Award for advancements in promoting innovation and creativity

The Intellectual Property Office of the Philippines (IPOPHL) took home the Silver Trailblazer Award conferred by the Institute for Solidarity in Asia (ISA) as the office passed the proficiency stage of the Performance Governance System (PGS), showing how IPOPHL’s governance reforms are effectively progressing toward increased local innovation, creativity and overall intellectual property (IP) generation.

During the public revalida ISA held on Oct. 25, 2022, Director General Rowel S. Barba presented IPOPHL’s improved monitoring and evaluation efforts to further its mission of building a progressive Philippines that uses IP assets for inclusive economic and social development.

Barba highlighted IPOPHL’s assisting programs for MSMEs, innovators and creators and its internal digitalization agenda to ensure quality service.

“IPOPHL has indeed come a long way in our PGS journey since we started in 2015. The remarkable memories and lessons we’ve gained from this are part of our celebration this year of our 25th Anniversary where we honor partners, innovators, IP creators and entrepreneurs who have their full confidence in IPOPHL,” Barba said during the revalida.

The ISA’s PGS program sets out a holistic and collaborative framework for designing and executing roadmaps for long-term reform. 

Under the PGS framework, offices are encouraged to complete four stages: (1) initiation, which focuses on strategy decision; (2) compliance, on strategy execution; (3) proficiency, on monitoring and evaluation; and (4) institutionalization, on achievement of breakthrough results.

IPOPHL’s compliance with the three PGS stages was handled by IPOPHL’s Office of Strategic Management (OSM). 

“With improved planning processes and good governance mechanisms in place, we commit to be an Island of Good Governance by 2024, fully transformed into a strategy-focused organization that prioritizes the delivery of breakthrough results and is responsive to the evolving needs of our stakeholders. Onward, we hope to achieve the Philippine Quality Award by 2024,” he added.

The ISA is a non-government organization that works with handpicked government offices and local governments to create strategies that result in better public service, more private enterprises and investments, and new opportunities to raise household incomes.
