IPOPHL, DOST boost gov’t-assisted technologies
The Intellectual Property Office of the Philippines (IPOPHL), on Thursday joined Department Of Science & Technology (DOST) in its promotion & industry-academe matching event, the Technology Transfer Day, where tech generators and tech adaptors come together for potential commercialisation of DOST-assisted technologies.
IPOPHL staged a ceremonial signing of the Amendments to the Implementing Rules and Regulations (IRR) of the Philippine Technology Transfer Act (Republic Act 10055) with DOST, in a joint effort to ensure academic research is ferried through to commercialisation.
The said Act, among other provisions, sets out rules on the ownership and management of intellectual property of technologies made with the assistance of government funding agencies.
DOST Secretary Fortunato de la Pena and IPOPHL Director General signed the Joint Administrative Order of the IRR Amendments on Thursday, before the technology generators and investors who flocked the event.
The IPOPHL, through the Documentation, Information, and Technology Transfer Bureau (DITTB), has long been in close collaboration with DOST in assuring inventions and technologies are not just protected by a patent grant, but are adopted by industry for the benefit of the public. DITTB’s assistance and information booth at Technology Transfer Day accommodated queries of inventors and RDIs on the IP application process.
The Technology Transfer Day comprised of a forum proper, followed by a pitching session where each inventor / research & development institute is given a chance to showcase his technology. The 75 technologies were spread across areas of agricultural productivity, disaster preparedness, MSME competitiveness, IT development, and quality health.
This pitching session will be followed by a negotiations segment. If negotiations are successful, generators of technology and those who are keen to adapt them will have term sheets that will have the basic licensing terms and qualifications of the business entity. Several more steps will be taken but closing a technology licensing agreement is the ultimate goal.
The 2019 Technology Transfer Day is DOST’s third, jumpstarting this full-day matching and pitching event in 2016.
